problem with that is it will not challenge anyone to create something new since they can just re use an old MoC from another contest that came in like 2nd. place or such.

in fact I've never seen a contest where old MoC's can be used before, they always have to be new ones created for the contest.

Well sometimes people have made mocs from 1 month ago, and it fits the title, and we hate to make them make a new one.
